Rebuilding the median on Normal Street between University Avenue and Blaine Street to add more than 15 parking spaces continues to be a priority for Uptown Partnership. We have allocated $149,250 from parking meter revenues for construction costs. Councilmember Toni Atkins (District 3) added $104,000 in Developer Impact Fees (DIF), so the project is fully funded. In February 2006 and September 2007 the Partnership sponsored neighborhood meetings to review the City's preferred alternatives for reconstructing the median. Construction will begin after the City and neighborhood review processes are complete and the City signs off on the construction drawings. The completed project will add about 15 additional metered parking spaces, a lushly landscaped median, and install a 4-way stop at Blaine and Normal Streets. The Partnership installed traffic signal improvements for pedestrians in Uptown that feature flashing numbers that countdown the amount of time for crossing. They also give pedestrians three seconds of lead time before vehicles get a green light. The total project cost was roughly $20,350, which was funded from parking meter revenues. Flashing LED Crosswalk The Partnership is working with City Traffic Engineering to install a flashing crosswalk in Bankers Hill across Fifth Avenue at Spruce Street. The proposed crosswalk contains embedded LEDs that flash when activated by pedestrians, and will alert motorists as far as 1,000 feet away to crossing pedestrians. City Traffic Engineering is currently selecting a vendor for the crosswalk.
