Mission Hills Parking & Circulation

PROJECT DESCRIPTION

    This study will conceptualize parking and circulation improvements in the Central Mission Hills, identifying potential projects, funding sources, and construction phasing.

PROJECT GOALS

  • Identify parking and circulation problems in Central Mission Hills and propose potential improvements, funding sources, and implementation.

  • Enhance median appearance.

  • Prepare a written plan for improving parking and circulation in the Central Mission Hills that includes; (1) a ranked list of recommended projects, (2) a list of potential funding sources including strategies for obtaining funds, and (3) an outline of the implementation phasing for the projects.

PROJECT INFORMATION

    At the Parking Summit in September 2004, participants identified parking and circulation issues in five commercial communities and prepared neighborhood concepts to address the problems. One of these neighborhoods was Central Mission Hills, specifically around the intersection of Washington and Goldfinch Streets.

    The Washington and Goldfinch Streets Intersection project improved pedestrian access and area aesthetics with the installation of pedestrian countdown signals, curb extensions, and brick paver crosswalks. The existing medians were rebuilt with new landscaping and irrigation. Plants and trees consistent with historical Mission Hills were also installed.

    During the construction impact mitigation meetings for the Washington-Goldfinch intersection in 2008, the Partnership staff heard a number of questions and ideas from neighborhood businesses and residents who were interested in parking and circulation issues. With these meetings as the groundwork, the Partnership is ready to undertake a larger Central Mission Hills project.

    Based on experiences with the Five Points Neighborhood Improvements project the Partnership anticipates a two-tiered approach to implementing improvements; (1) installation of projects that do not require capital funding in 2009 and (2) identification of capital projects for inclusion in future budget years.

    The first workshop for the project was held on April 30, 2009. The next step is to convene an Advisory Committee consisting of business persons, property owners, and residents. Their responsibility will be to set priorities for further study, evaluate the data collected, and work with City Traffic Engineering to find solutions for neighborhood parking and traffic issues.
